Ces mesures visent \u00e0 am\u00e9liorer l\u2019efficacit\u00e9 du dispositif tout en renfor\u00e7ant la gestion des fonds publics et en \u00e9largissant son acc\u00e8s \u00e0 un plus grand nombre de m\u00e9nages.
